장석주 시인님의 시를 한편 소개해 드리겠습니다.

매년도 예산안은 봄부터 작업을 시작합니다. 

Every year, the budget process begins in spring. 
전국의 공직자들이 내년도 예산안을 만들고 기재부에 제출합니다. 

Public officials across the nation prepare the budget for the next year and submit it to the Ministry of Strategy and Finance
그러면 기재부에 전국의 공직자들이 만들어서 다시 토론하고 편성합니다. 

The Ministry then reviews and organizes it through further discussions
여름이 끝날 즈음에 그 예산안이 국회로 넘어옵니다. 

 By the end of summer, the budget is passed to the National Assembly,

예산정책처 분석을 거치고 기재위 과방위 복지위 산자위 농예수위 국토위 국방위 등등 전체 상임위의 분석을 거칩니다. 

where it undergoes analysis by the Budget Office and reviews by various standing committees such as the Finance Committee, the Science, ICT, Broadcasting, and Communications Committee, the Health and Welfare Committee, the Industry, Trade, and Energy Committee, the Agriculture, Food, Rural Affairs, Oceans, and Fisheries Committee, the Land, Infrastructure, and Transport Committee, and the National Defense Committee.

그렇게 검토된 예산이 늦가을에 예결위로 다시 옵니다. 

After thorough reviews, the budget returns to the Budget Committee in late autumn. 
다시 한달간의 토론과 분석을 거쳐서 오늘처럼 바로 이 본 회의장에 도착합니다. 

Following another month of discussions and analysis, it arrives here in the main session.
저는 지금까지 그 누구도 이 거대한 예산 편성의 작업을 교란하지 않았다고 생각합니다. 

Up until now, I believe no one has ever disrupted this massive budget process. 
이 막대한 인원이 들어간 공동 작업을 국회와 전 공직자 대한민국은 존중해 왔습니다. 

 

 

 

 

 

This collaborative effort involving countless public officials has always been respected by the National Assembly and the entire nation.
그런데 금년에 처음 누군가가 이 거대한 공동의 작업을 하이재킹하였습니다. 

However, for the first time this year, someone hijacked this grand collaborative effort.
예결의 서위와 간사위 협의를 통해 순조롭게 협의되던 예산안이 마지막 순간에 갑자기 민주당 일방 삭감안 아니 민주당 누가 만들었는지도 모호한 일방 삭감 예산안으로 이 자리에 도착했습니다. 

Through discussions with the Budget Committee and the Secretary Committee, the budget proposal was smoothly negotiated. However, at the last moment, it suddenly arrived here as a unilateral cut proposal by the Democratic Party, or rather, an ambiguous unilateral cut proposal whose creator is unclear.
예결의원이었던 저는 그 충격과 좌절 아직 느끼고 있습니다. 

As a member of the Budget Committee, I still feel the shock and frustration.
야당 의원님들이 일방 통과 시키신 예산 예결의 마지막날 제가 한 발언 다시 한번 하겠습니다. 

To the opposition members who unilaterally passed the budget, let me repeat my statement from the last day of the Budget Committee.
고 노무현 대통령님의 일화를 다룬 변호인이란 영화에 나온 대화입니다.

This is a dialogue from the movie "The Attorney,"which deals with the life of the late President Roh Moo-hyun.
이럴거면 재판을 왜 하느냐? 

If this is how it’s going to be, why hold a trial? 
이럴거면 이렇게 하이재킹하실거면 예결의를 왜 운영하십니까? 국회를 왜 운영하십니까? 

If you’re going to hijack the process like this, why operate the Budget Committee? Why operate the National Assembly?
마지막 발언 드리겠습니다. 'buck stop here' 이게 어느 책상에 있었는지 여러분은 아실 겁니다. 

My final statement: "The buck stops here." You know whose desk this phrase was on. 
그 책상의 주인은 그 말의 무게를 이기지 못하고 무너졌습니다. 그렇다면 그 책임! 거기서 멈춰야 할 그 책임은 어디 와있습니까? 

The owner of that desk could not bear the weight of those words and collapsed.So where does that responsibility lie? 
저는 바로 여의도 국회 이자리에 와있다고 생각합니다. 여러분은 그 책임을 해야 합니다. 

I believe it lies right here in the National Assembly. You must take that responsibility.
국회의원은 세상을 나아지게 해야하는 사람입니까? 세상을 혼란스럽게 해야 되는 사람입니까? 

Are members of the National Assembly here to make the world a better place? Or to create chaos?
대한민국은 기로에 서있습니다. 혼란을 증강시킬것이냐. 안전하게 일상으로 복귀할 것이냐. 

South Korea stands at a crossroads. Will we amplify confusion or safely return to normalcy?
최선 다하겠습니다. 잘 부탁합니다. 여러분의 협조를 기대합니다.
